Which one is the correct form

Hi everyone,
Could you any of you tell me what should I use in this sentence:
1.You were the one who was telling me that the blondest people in this country are Northeasterners
2.You were the one who was telling me that the blondest people in this country were Northeasterners

Are or were which one should be used in this type of sentences ?
