Which one is the best strategy?

Start with the first strategy and move on to the second when you feel more confident.

I like to get little blank language cards and put a common phrase on each one with one side in one language and the other side in the other language. Sometimes it's just a word, but I've found phrases are better for developing fluency.

I drill myself on these cards every day. I can learn 300 cards a week if I really practice a lot.

Once I have a pretty good vocabulary I find a tutor, a native speaker in the target language, and write sentences and ask about them, as well as speaking in the foreign language with the tutor as much as possible. This forum functions in that capacity for you (except for the speaking part).
