Which one is correct? Why?

While conceiving ideas are desirable basic issues must first be addressed.

Shouldn't it be is instead of are as " conceiving ideas" is a single action?

Theoretically, for the rules of grammar, yes. The sentence is ill-conceived, though. "Conceiving ideas" is quite strange and unnatural. What else do we conceive?
