which one is correct? vexed............

1. The shop closed down.

2. The shop is closed down.

3. The shop has closed down.

Which one is correct? What are the differences between the three?

BTW, I always encounter this problem....... whether I should put "is/was/are/were" or "has/have" . What is the rationale behind?
