This is stylistically preferred because of the parallel constructions. (So is "recycle and reuse.")
But both can be grammatically correct in the appropriate context.

With 'reuse' as the noun, I find this one preferable. The '-ing' nouns are usually second to the extant noun (if it exists) in style.
