Which one is correct?

The government is trying to come up with the financial aid to all-size businesses and every household amid the virus crisis. I wouldn’t be surprised if the government aid were $2 trillion dollars.

vs.

Which one is grammatically correct? I keep hearing “if the aid is...”. Are they both correct and do they have the same meaning?
