Which one is correct?

Two friends meet after a long time in the US.


Rocky: Hey Jennifer, where have you been?

Jennifer: I have been in England. Or I have been to England. Which response is correct? Thank you.

I would think it should be 'I have been in England'; it certainly sounds more natural to me.
