I still don't understand how a list can be waiting at the bus, but if your concern is whether "a list of invitees" takes a singular or plural verb, it's singular.

A list of invitees is posted on the bulletin board.
A list of invitees is lying on the table.

A list is a piece of paper. A piece of paper can't take a bus. I think you mean "group". You need something like this:

A group of invitees/guests is waiting for the bus.
