Which one is correct

Hello,

Recently I was writing an ACT exam, and I stumbled upon a strange passage question.

(I placed the area, which we will be editing in CAPITAL letters)

"Douglas later received the NATION'S CIVILIAN HIGHEST honor, the presidential Medal of Freedom."

Here are the answer choices:

A. NO CHANGE
B. NATION'S HIGHEST CIVILIAN
C. CIVILIAN NATION'S HIGHEST
D. HIGHEST NATION'S CIVILIAN

I chose G, but the books says the correct answer is J. Can someone explain why?

F. NO CHANGE

H. CIVILIAN NATION'S HIGHEST
I. HIGHEST NATION'S CIVILIAN

Sorry for posting the same thread twice and for incorrectly labelling the answer choices. I'm a little sleep deprived due to said exam...

I am doing very well with the ACT exam. In fact, this was the only question I missed.
