Which one is correct?

1) There isn't a single time when I looked at his photo without tearing up.
2) There isn't a single time when I have looked at his photo without tearing up.
3) There hasn't been a single time when I have looked at his photo without tearing up.

You may have a reason for wanting the more elaborate version, but "Every time I look at his photo I tear up" seems easier.

It could be just me, but I have a problem with interference from the other expression "tearing up", with "tearing" rhyming with "staring".
