Please remove the right arm from the front row seat in the club cart.

Both are fine... but if there is only one seat, it cannot really be called a 'row'. Just use 'front seat'.

I think the OP is referring to the arm of the chair.

I would have considered saying 'Please remove the right arm-rest . . . ' since it appears to be in a vehicle.
