Hi,
"A year". The sound of the first letter is important.
Look at this: "A university" (Although "university" starts with 'u", the sound is not a vowel).

a year

'an' only goes before a vowel. Initial 'y' is not a vowel when followed by a vowel, so "y" can't be a vowel in "year", because "y" is followed by "e", a vowel.

You may as well say that initial 'y' is always a consonant, not a vowel, because there are only two or three very unusual words in English

I thought of yclept and Yggdrasil, but a little research turned up yperite, ytterbia, ytterbic, yttria, yttric, and yttrium. Only a couple of these are countable nouns, though.

Been there. Done that. But don't forget the adjectives. You never know when you might have to deliver a lecture on an yttric compound or an ytterbic acid.
