Which one is correct?

When the boat is scheduled for leaving to Mali Island? What time the boat is scheduled for leaving to Mali Island?
We have arranged and handed over the car to our staff / We have arranged a car and handed it over to our staff

look mate, if you want to ask a question, you should put the verb befor the subject. It's the Subject-verb inversion. for example the sentance is "the boat is scheduled to leave" the question should be either the same sentance with a certain intonation or with Subject-verb inversion like this "Is the boat scheduled to leave" so the correct sentance is When is the boat is scheduled for leaving to Mali Island (I would say scheduled to leave to XZY) And about the other one, the second is the correct sentance

(At) What time is the boat scheduled to leave for Mali Island? (ok but I don't think you'll hear this often)
