Which one is correct?

Hi! everyone,Could you tell me which one of the below two is right ?
Q1-Which one would native speaker prefer to speak and what is the difference between these two?
1-I want to know ,where is he?
2-I want to know where he is.
Q2-Why is there no question mark at the end of the second sentence?
It will be nice if you give the answers to both of my questions.

I know this is a statement but which one native speakers mostly say in their daily speech the interrogative one or the statement with no question mark at the end?
