Which one is correct?

Hi!

I have a problem with the below sentence. Could you please tell me which one of the following is correct:

a) (...) Therefore, governments might justify provision of trade preferences more easily before the public when such preferences are provided on reciprocal basis.

b) (...) Therefore, governments might justify more easily the provision of trade preferences before the public when such preferences are provided on reciprocal basis.

c) (...) Therefore, governments might justify before the public the provision of trade preferences more easily when such preferences are provided on reciprocal basis.

Of the three choices the best is a). I'm not happy with any of them though. Here is my preferred version: Therefore, governments might justify the provision of trade preferences more easily before the public when such preferences are provided on reciprocal basis.
