Which one is correct?

which one of these two sentences is correct in this situation?

situation : it is not raining now . but the ground is wet.

sentences : 1.it has rained 2.it has been raining

if both of them are correct please explain to me when should i use each of them.

Both are correct. #2 is much more natural in that situation. Use #1 mostly for periodic past instances: 'It has rained every June since I moved to Japan.'
