Which one is correct?

Please note that one of our staff Mr. X has made a request of emergency leave for two weeks.

1. Meanwhile, I will arrrange a substitue for him during his absence period. / I will arrange a replacement for him during his absence period.

2. I have been briefed by the client about the location of new building which needs to be constructed. / I have been briefed by the client regaring the location of new building which needs to be constructed.
