Any other always takes a singular noun, so 1 is correct.

Hi,
is that true? I thought with "any other" you could use either a singular or plural noun, without much difference. But this involves "any" again, and I'm starting to hate that word, even though I can't because it's too common to be hated.

Either any other party or any other parties.
Both are grammatically correct.

Stylistically, this is official language. My impression is that the singular is more common in this context.
