Which one is correct?

If one wants to ask for time (or the time), which ecpression would you use more often?

1. What time is it?

2. Do you have the time?

3. What time is it be right now?

Also, should the underlined phrase be "if one wants to ask for time" or "if one wants to ask for the time"? What is the difference? Is it just that the former is asking for time in general and the latter is asking for the time that that person has specifically in his/her mind, and both mean basically the same thing?
