Which one does it mean?

If someone says _Wait for me to join._

Do they mean You wait for me, and after i came you will (or we will) join

or

_Wait for my joining (you wait for me, I will join)_

Let's assume that we use it in this sentence;

Wait for me to go to the party

Assume that the one who is saying this is Jack and the listener is Brad, and they are room mates.

Brad might be in home, Jack might have meant Wait for me, I will reach the home
