Which one do you choose?

Here's the question that puzzles me,

Yes, 'That's a shame' (= 'that's unfortunate') is the appropriate answer. 'Bad luck' is a good second choice (and therefore this question would probably be weeded out of an actual English ability test)-- it was probably included in the distractors because it is similar to 'too bad'-- but I suppose an injured foot is worse than mere bad luck.
