Which of these are correct: crimes to be occurred / crimes to occur or crimes occurring?

While I was writing an essay, I wrote the following sentence. However, I found a dilemma because it seems as though there might be a number of possible options though I'm not sure about any of these would be in line with the sentence. Therefore, I would be delighted if someone could let me know which of the following phrases would be suitable.


Despite a number of possible solutions for this, I contend that primary prevention techniques which reduce the probability of crimes to be occurred / crimes to occur / crimes occurring, might be the best option.
