You could ask : "Were you able to download it?" or simply
"Did you download it?"

We do not use auxiliary DO to form the negative or interrogative of BE.

Able is an adjective. You cannot form a question with it using do/does/did. A verb is needed with do/does/did. You can't say: did you easy, did you difficult, did you happy etc.
