Which of the following is correct?

1. The TEC is responsible for ensuring that the plan is based on accurate data and research, and that student outcomes are reported.

2. The TEC is responsible for ensuring that the plan is based on accurate data and research and that student outcomes are reported.

I guess the questions is, should I use a common between two independent clauses if even it is joined by 'that' (which I am assuming does not normally follow a comma)?
