which measure

A sentence: The US government should cut down classes in high school, which measure dovetails with a rundown of the number of secondary students.

I am arguing with a person; we are at each other's throats. The sentence I think is correct regarding WHICH MEASURE. I am not going into detail; I just give example sentences to show how I understand the sentence:

1.He may not come, in which case you must tell her at once.
2.I trusted your judgement on the matter, which judgement was based on experience.

Do you think the sentence I give at the beginning is correct?
