which meaning of apparent

Hi,

The following is a sentence from a report on cooperation between Europol and Interpol:

"Ways to overcome the lack of cooperation due to the different interpretation of the rules on data protection could be explored and the apparent distance between the leadership of both organisations should be bridged."

Now, I'm not sure whether "apparent" here means "obvious" or "seeming".
