Which is the verb?

In the sentence .... He raised the flag then he is the subject, raised is the verb and flag is the object But if the sentence is He had raised the flag, is it now 'had' which is the verb or is 'had raised' now the verb phrase. Similarly, in the sentence - He designed a house then designed is the verb but if the sentence is He had designed a house, is had now the verb or are had and designed both verbs here?
