Which is the proper expression

Hi!

While writing something, I would like to refer to dark-skinned people without intending to offend them.

Is it proper to write it as above? I read in the dictionary that the term black could be considered offensive.

If possible, could you please answer two questions I had sent in the past?

Thanks
