Which is the correct way to say this..?

This is a section of a office letter. It has written in Sinhala. I translated into English. But i don't know wether it's correct or wrong.. Please let me inform which is the correct way to write this..

"The above officers can approve maximum 30 days foreign leaves for Private neediness to the officers except above 1 and 2, according to the establish code Chapter XII 23:3:1 paragraph, if the officer has sufficient leaves.

The word 'foreign' sounds odd. Do you mean outside the country?
