which is the better way to write a CV?

Hi, I have to write a CV and an application form. Please help me.

* Please tell me which is the better way in a CV?

Working experience: From 2003-2004: Being an expert for ...

or Working experience: From 2003 to 2004 I was an expert for...

Is the latter too informal?

* If after telling about the quality that would match the job, I write :' i would be glad to have a chance to have a test and an interview in your office', is that ok?

No, expert is a poor word choice. Perhaps specialist would be better - but it would be better still just to put your job title.

You usually use a mixture of full sentences and bullet points in a CV, in different sections. Try looking at CV examples on-line.
