Which is the best? Help me, please!

At the BBC and the New York Times, "higher" and "later" have about the same number of hits at Google in this combination:

14 from nytimes.com for "version * or later"
18 from nytimes.com for "version * or higher"

If you think about a "version," I'd suggest "later."
If you think about a "number," I'd suggest "higher."
