Which is the basis of the correct verb?

Hi,

A top-notcher is one whose test scores (has, have) got the highest.

Which verb is correct above?
I wonder whether the 'one' (has) or the 'test scores' (have) should be the basis of the verb.

Just a question... if the sentence reads as follows, will it be correct with the verb?

A top-notcher is one whose test papers have gotten the highest score.

I also believe 'got' is BrE and 'gotten', AmE. Is this correct?

Your sentence is fine. And yes, Americans say "gotten," although we use "got" also. For me, it's a matter of personal preference - to distinguish the simple past from the past participle. But perhaps the reverse is true for British speakers.
