Which is taken off first?

Hello Everybody

The context:

The Airbag Lifejacket was designed to protect both the upper body and the legs, but the construction workers who tested it complained. They said removing the leg airbags each time they took off their shoes was inconvenient.
------------------------------

The sentence: They said removing the leg airbags each time they took off their shoes was inconvenient.

Which does Take off first? The shoes or the leg airbags?

Either is possible grammatically-- or simultaneously. However, we would think logically that the airbags must come off first, otherwise there would be no complaint.

I'm with Micawber on this one. I read it as

"They said that it was inconvenient to have to remove the leg airbags [each / every] time they [wanted to / found it necessary to] take off their shoes."

On this reading, I don't see how the shoes would come off first.

I think that if we can see the Airbag Lifejacket personally and know it how to put on and take off, the fact will be exact.

And, can it be rewritten to be more exact? (airbag first)
