Which is right?(won or has been won)

Hello:

WHY the answer for this question is "won" instead of "has been won"?
I choose d) for answer due to the following "by the federal court"; so I think the verb should be passive.


Pacific Trading's reorganization plan _____ final approval by the federal court Monday, clearing the way for the nation's No.3 freight company to come out of bankruptcy in less than three months.
