Both is correct, just in an other time form. But usually you said it just few minutes ago and you don't mean a specific time point in the past. " is correct.

Both is correct, just in an other time form.
But usually you said it just few minutes ago and you don't mean a specific time point in the past. Therefore "As I have already said ..." is correct.
"As I already said in the last meeting" is an example of the past form, because Last meeting reference to a specific point in the past

they are both correct. according to British grammar you should say "i have already said" but in american English you can say "i already said".

The more usual one is "As I have already said" because this phrase normally precedes a restatement of something just recently said in the conversation, so it appears to be part of the present situation rather than part of a past situation.
