or
Higher the price higher the quality

It needs a comma, and a period wouldn't hurt: The higher the price, the higher the quality.

The other one is unidiomatic and impossible. You might see "Higher price, higher quality."

The first one is common, the second being used only sometimes in informal English. I have seen the second version being used in a reputed newspaper.
