Which is first without outage?

Hi teachers,

Excerpts:

Close to 2 million people lost power in the New York City area. The National Grid reported that 19,000-plus homes in Rhode Island lost power, and 6,000-plus homes are already without power in Massachusetts.

The writer used past tense "lost power" two times before he used present tense "are already without power". Does that mean New York and Rhode Island residents had power outage after Massachusetts residents?

Writing as somone who lost power and still doesn't have it back, I suggest the storm was traveling and creating more losses as it went. When the sentence was written, Irene had already passed NYC, and done what it was going to do to Rhode Island, but still creating havoc in Massachusetts. The 6,000 homes were going to be joined by several other thousands before it was over, while the situaton in
