Which is correct: for or as

It is a strong drug for an over the counter med.

It is a strong drug as an over the counter drug.

Are both sentences correct?

I would definitely hyphenate, and they can both be tightened to be more natural:

It's strong for an over-the-counter med.
It's strong as an over-the-counter-drug.

Note that 'med' is casual, so 'it is' should be contracted.
