Which is correct? At or In?

Would you tell me the correct preposition?

Macy's is a department store that sells a lot of clothes. It does not make sense for another shop to be in or at Macy's. Do you mean near Macy's?

Oh, excuse me.
Then, I will turn my question.
The shop will open at the shopping mall.

You could use either one. But a shopping mall is like a very large building, so "in" would be what I would say.
