It is the sound that determines whether to use "a" or "an", not the letter, and not the length of the vowel. "Utilisation" starts with the same sound as "yellow" and "young" and "ewe". This sound (called "yod" in linguistics) is treated as a consonant in English, and so it takes "a" before it, not "an". Contrast that with the sound of the u in "umbrella" and "understand" which is more like "uh", and is a vowel sound, which requires "an" before it. Hope that helps.
