Which is correct?

She said to him," Why don't you run and fetch the doctor?"

When the sentence is changed into indirect speech,

1. She asked him why he didn't run and fetch the doctor.

2. She advised him to run and fetch the doctor.

Which is correct, #1 or #2?

Both are reported speech. But I would choose the first one as an answer. Even if she meant to give him an advice.
