It is the 'by when' structure that is questionable. I would expect this:

My father says he is going to retire next month, when he will have completed 35 years of his career.

You have probably been cautioned about that in certain uses similar to if-clauses.

Wake me up when we get to Detroit. (Not when we will get to Detroit.)
When they finally install the carpet, we'll move in. (Not When they will finally install.)
