Which is correct

I would like to know which one is correct or neither is correct. I would appreciate if you could tell me better expression for this.

The ratio of native English speakers in Japan to Japanese people in Japan is 0.073%.

The percentage of native English speakers in Japan to Japanese people in Japan is 0.073%.

I wanted to describe that Japanese people are ones that born and live in Japan and native English speakers are ones that stay in Japan for a while.
