Which is correct?

Which is correct, "The woman is wearing a scarf on/over her head? In the sentence, "The parachute is moving above our heads, why can't we replace 'above' with 'over' What is the difference between 'above' and 'over'?

Thank you, your reply was very helpful. Can we say, "The man is carrying the woman on her shoulder"? I often hear people using the word 'on' after 'carrying' as in 'She carried a basket on her arms".
