Who says he's going to win
Who's to say he's going to win.
What's to say he's going to win.

They all seem correct to me. The first is used, I think, when you're disagreeing with someone's opinion, in this case you think he's not going to win. Sentence #2 is more inquiring, as if you're challenging someone to provide some evidence that he's going to win .
