Which is correct?

Why do people sometimes say "cut the lights off" but to say "cut the lights on" sounds incorrect. Should it not be Turn the lights on and turn the lights off?

People sometimes say Cut the lights on/off here (Southeast USA). Turn the lights on/off is common too.
