Which is correct?

Neither of them seems very natural to me. I'd say Whether he'll return is questionable. or It is questionable whether he'll return.

or
It is questionable whether he'll return.

You can add the "or not" for additional emphasis.

Your first sentence sounds like a narrative. It's unlikely in everyday conversation.

Whether (or not) he returns is uncertain.
