I cannot imagine anyone saying either of these. The first is almost a truism, and would mean that not all hearing aids are the same (or equal) when created. I cannot think of any meaning to the second sentence.

I think he's taken a line from the preamble of the Declaration of Independence:

We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.

I haven't heard that hearing aids have any rights, though. But they do help
