Could anyone tell me which one of the following sentences is correct, and why?

"He never hesitates to make such criticisms as are considered helpful to others"

"He never hesitates to make such criticisms that are considered helpful to others"

Thank you for the welcome Mister Macawber. I am a Chinese Student studying English at my university in China. I used "that are considered" in an essay but my teacher said that was wrong, I should have used "as are considered", English is so complicated!
