It has been reported - the reports are quite recent. It was reported - the reports could have come in at any time (but by using "reported" in the past, it sounds like something different was reported later) It is reported - that sounds the most odd to me. In reported speech, everthing tends to get backshifted, so "were" sounds normal there.

When you "reported" as your original, it sounds like nothing has been confirmed. A week later, you mights simply say "60 people died in the accident" but the day it happens, the number of deaths are not known and not confirmed, so it's "reported." Using the prhase "it was reported" colors the words use
